US stocks fell on Tuesday starting another round of global selling, as worries about the US housing market and weaker consumer confidence. Lennar Corp., one of the largest US home builders reported that profits fell 73%. Wednesday, Asia markets opened steady to higher, but fell as rising oil prices and the geopolitcal standoff between Britain and Iran made investors seek the safety of government bonds. The United Kingdom has made public GPS data that it says proves that the 15 navy personnel were well inside Iraqi waters when they were seized by Iran. Foreign Minister Manouchehr Mottaki said the dispute would be solved “based on rules and regulations” and that the female sailor would be released soon.

If you believe the hype that you here about tax lien investing, you would think that you just go to a tax sale, buy some liens and make loads of money in a few months. But if that were true than everybody would be doing it! If you ve actually started to invest in tax liens then you know that there is some work involved in order to be successful. You know that you have to do your due diligence on tax sales properties. And you know that those double digit interest rates that everyone talks about can be bid down at the tax sale.

There are actually 6 things that you need to know about the state and/or county that you are investing in when you re starting out in tax lien investing.

1. The default interest rate

2. The bidding process

3. The redemption period

These six things make a huge difference in your profit and make tax lien investing very different in different states. Let me give you three examples from states that are all bid down the interest states, but because of the other 5 factors that we mentioned investing in each of these states is quite different.

In New Jersey the default interest rate is 18% and the interest rate is bid down at the sale. But it is quite a different process from other bid down states because in NJ the interest rate can be bid down to 0% and then premium is bid for liens. That means that you do not get any interest on the certificate amount and you do not get any interest on your premium. The redemption period is 2 years and the lien expires in 20 years. So why would investors pay premium for liens and not get any interest on the lien amount? Investors are willing to pay premium for tax liens in New Jersey because once you are a lien holder you have the right to pay the subsequent taxes on the property if the owner doesn t pay them. And you get the default interest rate (18%) on your subsequent tax payments. You also do get a penalty of anywhere from 2-6% on the lien amount when the tax lien is redeemed, depending on the amount of the lien. I ve simplified the process a little, but that s basically how it works in NJ.

Florida is similar to New Jersey in that the default rate and the redemption period are the same. But bidding in Florida is a little different than in NJ. In Florida you do not get to pay the subsequent taxes on your lien. If the owner doesn t pay the taxes, the property will wind up in next year s tax sale. The interest rate is bid down at the tax sale, and the lien expires in 7 years. Bidders will not bid the interest down to zero, but will frequently bid down to .25%. They do this because they will get the 5% minimum penalty when the lien redeems.

In Arizona, the default interest rate is 16%, and the interest is bid down like in Florida and New Jersey. But the interest is rarely bid down to 0%. The redemption period is three years and the lien expires in 10 years. You can pay the subsequent taxes but you only get the interest rate that you bid at the tax sale on your subsequent tax payments. Some counties in Arizona actually force you to pay the subsequent taxes in that if you don t pay them they will sell your lien with the current lien in the next tax sale. The interest rate in Arizona counties is rarely bid down to lower than 6% and most bids (at least in the online tax sales) are awarded at or close to double digits. Part of the reason that investors in Arizona are not willing to bid down to very low interest rates, like in Florida, or 0% as in New Jersey is that unlike Florida and New Jersey, there is no penalty in Arizona. And there are additional costs for purchasing liens and for paying subsequent taxes, which you do not get back when the lien redeems. It s the cost of doing business with the county tax office.

So you see that tax lien investing, even among, these states which have similar interest rates, bidding procedures, and redemption periods is very different do to how they treat subsequent tax payments, and whether they have penalties or not. There are also states that have very different bidding procedures, redemption periods, expiration periods and treatment of subsequent tax payments, which can change the game quite a bit.

In Maryland for instance, the default interest rate varies with the county. Premium is bid at the tax sale but it doesn t all have to be paid unless you actually get to foreclose on the property. The redemption period in some counties is only 6 months, and the lien expires in 2 years. You do not pay the subsequent taxes unless you foreclose on the property. There are no additional penalties that the investor will receive when the lien redeems except for payment of some legal costs if the foreclosure has been started.

So you can see that it is really important to know about these 6 factors in the state and county that you are investing in. Know the rules before you bid and you will be able to build a profitable tax lien portfolio!

Relics dated back to the Qing Dynasty were found under civil servants’ quarters at the Rua de D. Belchior Caneiro adjacent to The Ruins of St. Paul in Macau by archaeological teams at the Chinese Academy of Social Sciences.

Since St Paul’s College is believed to have been located under those quarters, the Macau government will demolish them in order to cope with the experts’ findings at the Ruins of St. Paul. The two blocks closer to the Ruins of St. Paul were demolished in March to make room for the archaeological project.

The relics included Chinese-styled porcelain tiles, eave tiles, potteries and iron artillery shells. Furthermore, a part of an ancient wall is found at a nearby construction site.

The walls are confirmed as parts of the Ruins of St. Paul as it does match the maps of it dated back to 1760, 1886, and 1912. By examining the walls, it is proved that the wall was constructed of at least five layers of stone, with layers of blue bricks on top of them, as well as rammed earth each measuring at least ten centimeters thick.

The remaining two buildings will be demolished next week for further investigation.

The San Diego, California suburb of Chula Vista has responded to the recent housing crisis with an aggressive blight control ordinance that compels lenders to maintain the appearance of vacant homes. As foreclosures increase both locally and throughout the United States, the one year old ordinance has become a model for other cities overwhelmed by the problem of abandoned homes that decay into neighborhood eyesores.

Chula Vista city code enforcement manager Doug Leeper told the San Diego Union Tribune that over 300 jurisdictions have contacted his office during the past year with inquiries about the city’s tough local ordinance. Coral Springs, Florida, and California towns Stockton, Santee, Riverside County, and Murietta have all modeled recently enacted anti-blight measures after Chula Vista’s. On Wednesday, 8 October, the Escondido City Council also voted to tighten local measures making lenders more accountable for maintenance of empty homes.

Lenders will respond when it costs them less to maintain the property than to ignore local agency requirements.

Under the Chula Vista ordinance lenders become legally responsible for upkeep as soon as a notice of mortgage default gets filed on a vacant dwelling, before actual ownership of the dwelling returns to the lender. Leeper regards that as “the cutting-edge part of our ordinance”. Chula Vista also requires prompt registration of vacant homes and applies stiff fines as high as US$1000 per day for failure to maintain a property. Since foreclosed properties are subject to frequent resale between mortgage brokers, city officials enforce the fines by sending notices to every name on title documents and placing a lien on the property, which prevents further resale until outstanding fines have been paid. In the year since the ordinance went into effect the city has applied $850,000 in fines and penalties, of which it has collected $200,000 to date. The city has collected an additional $77,000 in registration fees on vacant homes.

Jolie Houston, an attorney in San Jose, believes “Lenders will respond when it costs them less to maintain the property than to ignore local agency requirements.” Traditionally, local governments have resorted to addressing blight problems on abandoned properties with public funds, mowing overgrown lawns and performing other vital functions, then seeking repayment afterward. Chula Vista has moved that responsibility to an upfront obligation upon lenders.

That kind of measure will add additional costs to banks that have been hit really hard already and ultimately the cost will be transferred down to consumers and investors.

As one of the fastest growing cities in the United States during recent years, Chula Vista saw 22.6% growth between 2000 and 2006, which brought the city’s population from 173,556 in the 2000 census to an estimated 212,756, according to the U.S. Census Bureau. Chula Vista placed among the nation’s 20 fastest growing cities in 2004. A large proportion of local homes were purchased during the recent housing boom using creative financing options that purchasers did not understand were beyond their means. Average home prices in San Diego County declined by 25% in the last year, which is the steepest drop on record. Many homeowners in the region currently owe more than their homes are worth and confront rising balloon payment mortgages that they had expected to afford by refinancing new equity that either vanished or never materialized. In August 2008, Chula Vista’s eastern 91913 zip code had the highest home mortgage default rate in the county with 154 filings and 94 foreclosures, an increase of 154% over one year previously. Regionally, the county saw 1,979 foreclosures in August.

Professionals from the real estate and mortgage industries object to Chula Vista’s response to the crisis for the additional burdens it places on their struggling finances. Said San Diego real estate agent Marc Carpenter, “that kind of measure will add additional costs to banks that have been hit really hard already and ultimately the cost will be transferred down to consumers and investors.” Yet city councils in many communities have been under pressure to do something about increasing numbers of vacant properties. Concentrations of abandoned and neglected homes can attract vandals who hasten the decline of struggling neighborhoods. Jolie Houston explained that city officials “can’t fix the lending problem, but they can try to prevent neighborhoods from becoming blighted.”

CEO Robert Klein of Safeguard, a property management firm, told the Union Tribune that his industry is having difficulty adapting to the rapidly changing local ordinances. “Every day we discover a new ordinance coming out of somewhere”, he complained. Dustin Hobbs, a spokesman from the California Association of Mortgage Bankers agreed that uneven local ordinances are likely to increase the costs of lending. Hobbs advised that local legislation is unnecessary due to California State Senate Bill 1137, which was recently approved to address blight. Yet according to Houston, the statewide measure falls short because it fails to address upkeep needs during the months between the time when foreclosure begins and when the lender takes title.

Fire broke out on Friday morning and destroyed the bottom two floors of a six-story hospital in Miryang, South Korea, killing at least 37 people, most of them elderly. More than a hundred injuries were reported, with eighteen people in critical condition. This is the highest death toll from fire in South Korea in almost a decade.

The fire is believed to have started at about 7:30 local time, according to fire chief Choi Man-woo. It originated on the ground floor in the emergency room as per various officials. The hospital has 98 beds and a medical staff of about 35, and specializes in long-term care of elderly patients. It adjoins a nursing home, all of whose 94 residents were evacuated. Staff carried some patients out of the hospital on their backs.

One patient, Jang Yeong-jae, who told his story to JoongAng Ilbo, said he escaped by removing a screen from a window to get to a ladder placed by firefighters. He described people “running around in panic, falling over and screaming as smoke filled the rooms”. The majority of the victims died from smoke inhalation and are believed to be elderly, said the head of the city’s public hospital, Chun Jae-kyung. A doctor, a nurse, and a nursing assistant have died, according to the fire service; it took three hours to put out the fire.

In a press briefing, Seok Gyeong-sik, the director of the hospital, apologized to patients and their families. Son Kyung-chul, its chairman, stated that there were no sprinklers because the facility was small. Sprinklers are being installed in the nursing home, where a new law requires them by June 30.

Last month, 29 people died in a fire in a gym in Jecheon; the owner and the manager were arrested for safety violations. In 2014, a blaze in a nursing home in Jangseong left 21 dead. The President of South Korea, Moon Jae-in, responded to the Friday fire by calling an emergency meeting of his staff, and promised that the cause would be found rapidly “to prevent the recurrence of the fire in the future”.

Yesterday, French defender Raphaël Varane agreed to sign a contract extension with Spanish capital football club Real Madrid, the club announced via their official website. The new contract, scheduled to be signed today, would run until June 2022.

Now-24-year-old Varane joined Los Blancos from French club RC Lens in 2011. After arriving at Santiago Bernabeu at age 18, Varane has featured in 196 matches for the club.

Since Varane joined, the French international has won thirteen trophies including three UEFA Champions League titles, three UEFA Super Cups, two LaLiga titles, and two FIFA Club World Cups.

Per the previous contract, Varane was tied to Real Madrid until June 2020. Earlier, Varane’s compatriot Karim Benzema, Brazilian defender Marcelo, and Spanish midfielder Isco and his compatriot Dani Carvajal, signed contract extensions with Madrid. Except for Benzema’s, their contracts run until June 2022. Benzema’s extension runs until June 2021.

A six-pound infant born in San Francisco, California has six perfectly formed and functional fingers and toes on his hands and feet, so that it isn’t considered a disability or deformity, say doctors at Saint Luke’s Hospital who were amazed by the oddity.

In a medical rarity, super baby Kamani Hubbard was born two weeks ago with 24 working digits. He is healthy and home with his parents in Daly City, California. Polydactyly, a congenital disorder is not uncommon in humans and animals, including cats, but to happen on both hands and feet is a rare hereditary condition.

“Nurses and doctors, looked so normal they couldn’t tell, they told me he was six pounds in good health, that was all they said,” said Miryoki Gross, Hubbard’s mother. Her baby’s specialness didn’t even show up on prenatal ultrasounds. “I heard nothing before I gave birth so I’m still in shock, kinda,” Gross added. Despite the mother’s shock, Kamani’s father, Kris, was the first to notice the condition.

Polydactyly (from Ancient Greek means ‘?????’ (polus) or “many” + ‘????????’ (daktulos) “finger[s]”), also known as polydactylism, sexdactyly, hexadactyly, or hexadactylism, is a congenital physical disorder consisting of supernumerary fingers or toes.

In Kamani’s case, however, all of the digits are perfectly formed and function or work normally. “I was in amazement, it took a little time for me to take it all in,” said Kris, a postal worker, who has a family history of polydactylism, but none of his relatives can remember it happening on both hands and feet.

Mostly, cases of polydactyly are surgically corrected. Kris himself had nubs of sixth digits, which were removed during his early childhood, for having been non-functional. “My son has six fingers then I saw toes, and I thought, this is quite unique. Some family members have had six fingers, not completely developed. But not the toes,” Kris noted.

“I would be tempted to leave those fingers in place. I realize children would tease each other over the slightest things, and having extra digits on each hand is more than slight. But imagine what sort of a pianist a 12-fingered person would be imagine what sort of a flamenco guitarist, if nothing else think of their typing skills,” Dr. Treece remarked.

“I just want him to see what greatness will be in store for him,” said Kris.

Fully developed and functional extra digits on both hands and feet are considered very rare as a genetic trait in medical history, amid some partial development of an extra digit occurs about twice in every 1,000 white male births. Ordinarily, polydactylism appears as an extra piece of non-functional tissue, typically occurring as an extra finger, sometimes with a bone, but no joint.

“It’s merely an interesting and beautiful variation rather than a worrisome thing,” said Dr. Michael Treece, a St. Luke’s Hospital pediatrician, and the OBGYN who delivered Kamani. He has postaxial polydactyly, which is 10 times more likely to occur in black children, and also more likely to appear in boys.

Goliath, a figure in Old Testament, was depicted as having had six fingers on each hand and six toes on each foot.

Blues guitarist Hound Dog Taylor, Get Carter, Little Tich, Toyotomi Hideyoshi and several other figures in history have had polydactyly. Sid Wilson, a turntablist of Slipknot, had been born with an extra finger and toe on his hands and feet which were removed shortly after his birth as doctors considered them to be dead.

The Tomato Hornworm has plagued me for many seasons. He loves the things that I love; eggplants, peppers, tomatillos and tomatoes. If he existed on the pages of a Dr. Suess book, I might think that he looked darling and colorful, but when I see him gnawing his way to the stalk on my tomato plants, all I can think is, KILL, KILL, KILL!

The Tomato Hornworm is the larvae of the hawk moth. They are the same color green as the foliage on your tomato plant. They have diagonal white stripes with equally spaced small black spots on their sides. The adult moth is not harmful to your plants, but the larvae can be devastating. These colorful pests are found throughout the United States.

The damage they cause is easy to spot, although the larvae themselves are well camouflaged. They will begin eating your plant, normally at the highest point, and can defoliate an entire plant in a few days. You can see their excrement, which are dark green in color, and up to an inch long.

The new version of Apple Inc.’s tablet computing device, the iPad 2, has gone on sale in the United States at Apple Stores and a number of other retailers (including Wal-Mart, Target, Sam’s Club, Best Buy, Verizon, and AT&T), a shift from last year’s launch which was only available through Apple’s stores. The product will go on sale internationally on March 25.

The device was announced on March 2 at an event at the Yerba Buena Center for the Arts in San Francisco, California. CEO Steve Jobs emerged from sick leave to make the announcement.

The iPad 2 has an all-new design and has several improvements over the original iPad. The device runs on a dual-core Apple A5 CPU. According to Jobs, the CPU’s new dual-core capability enhances multitasking and doubles the processing speed. Apple additionally introduced a magnetic ‘Smart Cover’ accessory that snaps to the front screen of the device along with several new apps ported from the Mac OS X operating system and the iPhone. These include iMovie, GarageBand, and Photo Booth. The new iPad introduces front and rear cameras which enable FaceTime and video. The new tablet is fifteen percent lighter and 33 percent thinner than the previous version—thinner than an iPhone 4—and has beveled edges.
