Two Indonesian women, 23 and 27, have tested positive for the H5N1 strain of avian influenza. They are in “serious condition but seem to be improving,” said Hariadi Wibisono, a senior health ministry official. They are being treated in the designated bird flu hospital, Sulianti Suroso in eastern Jakarta. It is believed that both women had contact with infected poultry. This brings Indonesia’s number of confirmed cases of the virus to 25.

A 26 year old female farmer in Fujian, China whose surname is Lin, also has the deadly H5N1 virus. She was admitted to the hospital in January, but it was only confirmed on Wednesday that she had the virus. Some of the people that have come in close contact with the woman are under observation by local health officials. Her current condition is reported as stable. This is China’s eleventh confirmed case of the virus.

Julie Hall of the Beijing-based World Health Organization said that the latest patient was “highly likely to have had contact with sick animals,” but the WHO is still waiting for information on how she could have gotten the disease.

Some experts believe migrating birds from China’s Qinghai Lake nature reserve are spreading the virus; however, there others who believe it’s shipments of poultry and poultry products along with poultry manure.

As avian influenza confirmed in Nigeria, “We shouldn’t assume that is just in Nigeria” said David Nabarro, the United Nations’ coordinator for bird flu and pandemic influenza. “The outbreak in Nigeria means [we] have another central point for the virus to become embedded into the poultry population.”

About 20 countries have reported outbreaks of the virus in birds which has sickened people who come in contact with the infected birds. If the rate of human infection continues to increase, so does the chance the virus will change into a form easily transmitted by humans.

Prior to any training taking place in hotels, resorts, cruise ships or other hospitality establishments, it is essential to identify what the needs are to ensure that it meets with the requirements of the business. Such an analysis is often referred to as a Training Needs Analysis (TNA).

Good hospitality training specialist consultants and their trainers highly recommend a training needs analysis (TNA) prior to any training that they undertake. This is an important first step. Training involves investment in time, money and resources. Such an investment to address the actual needs and to make a significant difference to the success of the company can lead to a more complete utilization of resources and can also affect the degree of success of the training program. As with any investment, returns are expected from training in the form of improved performance that can lead to achievement of business goals.

So how do we go about conducting a Training Needs Analysis (TNA)? Where do we begin? What are the needs? How can we plan? How to make it happen? What difference will it make?

Using a step by step approach, we can answer all these questions. Below is 4-step guide on how to conduct a Training Needs Analysis (TNA):

Step 1: Understand the Current Situation

* Make an internal assessment of the current situation. This involves gathering information on how the company is currently operating and can be gathered from a variety of methods:

* Guest Feedback (Guest Comment Cards / Customer Satisfaction Surveys)

* Mystery Shopper Results

* Complaint Log Books

* Exit Interviews

* Employee Opinion Surveys

* Employee Appraisal Reports

* Operations Reviews

* Incident Reports

* Observations at the Workplace

* Brand Standard Audits

* Skills Tests

* One-on-one discussions

* Focus Groups

Step 2: Determine the Desired Outcome

Next, identify what the desired outcome can be. This involves visualizing what the desired future is and can be established by a review of:

* Company Vision and Mission

* Company Strategies and Objectives

* Business & Marketing Plan translated into Business Goals and Objectives

* Guest / Customer Needs

* Career Development Needs

* Any changes expected such as new services, policies, procedures

Step 3: Analyze the GAP

Once information is gathered on current and future situation, a GAP analysis is undertaken. This is basically the difference between findings in Steps 1 and 2 and may be defined as:

Desired Outcome – Current Performance = Training Need.

It should be noted that not all performance issues can be resolved through training. This is important to distinguish as the wrong solution could lead to the wrong outcome. Training can help if there is a lack of sufficient knowledge, skills or attitude. While knowledge and skills are easier to identify and rectify, attitude can be improved with time through a process of learning, monitoring and consequences. In the final analysis, look for correlations and consistencies. Sieve through the details and do not take the ‘forest for the trees’.

Step 4: Present the PLAN

With budgets at the disposal for training, it is important that needs be prioritized. Training that must meet legal requirements due to external regulations such as health, hygiene and safety, goes right to the top of the list. This is not negotiable and can affect licenses to operate. Next consider what is immediately needed to put things right, for example, gaps in service and product standards delivery, changes in policies and procedures, introduction of new services, etc. Then, list all regular training programs offered as good employers do, such as orientation, soft skills training and other supervisory development programs. Finally, include any employee development activities that provide career development and growth progression in the company.

All training needs can then be documented into a ‘Training Plan’ according to priorities. The training plan should specify for each training need:

* What needs to be achieved (The Objective)

* Why it is important (Impact on the business if not done)

* Who needs training (Identify specific individuals or groups)?

* When it is needed (Timely training can lead to more effective results)

* Where it will take place (Conducted in house or externally)

* How it will be evaluated (Desired changes back at the workplace)

Allocate budgets according to priority and finally present plan in a format that is easy for everyone involved to understand. Communicate and then work the plan.

This is a detailed and comprehensive process. Hence, an ever increasing number of hospitality companies seem to delegate the task of their training needs analysis (TNA) as well as their whole training to hospitality training specialist consultants, hence saving themselves time, money and resources.

On Sunday, En Marche! candidate Emmanuel Macron won the second round of the 2017 French Presidential election, winning about 66.1 percent of the votes, defeating Front national’s Marine Le Pen with the final result declared yesterday. Winning the race with a significant vote difference, Marcon tweeted, “Everyone told us that it was impossible. But they did not know France!” ((fr))French language: ?Tout le monde nous disait que c’était impossible. Mais ils ne connaissaient pas la France !

With this victory, winning almost twice as many votes as Le Pen, 39-year-old Emmanuel Macron became the youngest President-elect of the Republic of France. In the first round of the election, held on April 23, no candidate won the absolute majority. The abstention rate increased from 22.23% to 25.44% in the second round, AFP reported, the first such second-round increase since 1969. He won the presidential race in the continuing state of emergency which was announced after the November 2015 Paris attack.

Known for her anti-European and anti-globalisation programme, far-right leader Le Pen managed to win about twice as many votes as her father and founder of the Front national party Jean-Marie Le Pen who lost to Jacques Chirac in 2002. Front national won the highest number of votes in their history.

In his speech in front of the glass pyramid near the Louvre Museum, Macron said, “I understand the divisions of our country that have led some to vote for extremists. I understand the anger, the anxiety, the doubts that a great part among us have also expressed.” ((fr))French language: ?Je sais les divisions de notre nation qui ont conduit certains à un vote extrême. Je sais les colères, les doutes, l’anxiété que certains ont exprimé. He also added, “I will defend France, its vital interests, its image, I promise you in front of you. I will defend Europe, our civilisation is at stake, our way of being free. I will work to re-establish the bonds between Europe and the citizens. I address to the nations of the world, the salvation of fraternal France.” Macron said he would serve as per the motto of France — Liberté, égalité, fraternité ((fr))French language: ?Liberty, equality and fraternity. Acknowledging the “immense” awaiting task, he said, “I will do everything I can in the coming five years to make sure you never have a reason to vote for extremism again”.

“Congratulations Emmanuel Macron! Let’s meet soon, and keep working to grow and strengthen the deep ties between Canada and France” ((fr))French language: ?Félicitations Emmanuel Macron! Rencontrons-nous rapidement et continuons à renforcer les liens de fraternité entre le Canada et la France, Canadian Prime Minister Justin Trudeau tweeted. German chancellor Angela Merkel congratulated Macron via a telephone call.

French parliamentary elections are to be held in June, and Emmanuel Macron, who describes himself as “neither left nor right” does not have a party in the parliament. En Marche! was formed last year. Marine Le Pen tweeted that Front national “must renew itself to live up to this historic opportunity and expectations of France” ((fr))French language: ?doit se renouveler pour être à la hauteur de cette opportunité historique et des attentes des Français.

Current president, François Hollande announced he would not run for re-election in December.

Few artists ever penetrate the subconscious level of American culture the way RuPaul Andre Charles did with the 1993 album Supermodel of the World. It was groundbreaking not only because in the midst of the Grunge phenomenon did Charles have a dance hit on MTV, but because he did it as RuPaul, formerly known as Starbooty, a supermodel drag queen with a message: love everyone. A duet with Elton John, an endorsement deal with MAC cosmetics, an eponymous talk show on VH-1 and roles in film propelled RuPaul into the new millennium.

In July, RuPaul’s movie Starrbooty began playing at film festivals and it is set to be released on DVD October 31st. Wikinews reporter David Shankbone recently spoke with RuPaul by telephone in Los Angeles, where she is to appear on stage for DIVAS Simply Singing!, a benefit for HIV-AIDS.

DS: How are you doing?

RP: Everything is great. I just settled into my new hotel room in downtown Los Angeles. I have never stayed downtown, so I wanted to try it out. L.A. is one of those traditional big cities where nobody goes downtown, but they are trying to change that.

DS: How do you like Los Angeles?

RP: I love L.A. I’m from San Diego, and I lived here for six years. It took me four years to fall in love with it and then those last two years I had fallen head over heels in love with it. Where are you from?

DS: Me? I’m from all over. I have lived in 17 cities, six states and three countries.

RP: Where were you when you were 15?

DS: Georgia, in a small town at the bottom of Fulton County called Palmetto.

RP: When I was in Georgia I went to South Fulton Technical School. The last high school I ever went to was…actually, I don’t remember the name of it.

DS: Do you miss Atlanta?

RP: I miss the Atlanta that I lived in. That Atlanta is long gone. It’s like a childhood friend who underwent head to toe plastic surgery and who I don’t recognize anymore. It’s not that I don’t like it; I do like it. It’s just not the Atlanta that I grew up with. It looks different because it went through that boomtown phase and so it has been transient. What made Georgia Georgia to me is gone. The last time I stayed in a hotel there my room was overlooking a construction site, and I realized the building that was torn down was a building that I had seen get built. And it had been torn down to build a new building. It was something you don’t expect to see in your lifetime.

DS: What did that signify to you?

RP: What it showed me is that the mentality in Atlanta is that much of their history means nothing. For so many years they did a good job preserving. Don’t get me wrong, I’m not a preservationist. It’s just an interesting observation.

DS: In 2004 when you released your third album, Red Hot, it received a good deal of play in the clubs and on dance radio, but very little press coverage. On your blog you discussed how you felt betrayed by the entertainment industry and, in particular, the gay press. What happened?

RP: Well, betrayed might be the wrong word. ‘Betrayed’ alludes to an idea that there was some kind of a promise made to me, and there never was. More so, I was disappointed. I don’t feel like it was a betrayal. Nobody promises anything in show business and you understand that from day one.
But, I don’t know what happened. It seemed I couldn’t get press on my album unless I was willing to play into the role that the mainstream press has assigned to gay people, which is as servants of straight ideals.

DS: Do you mean as court jesters?

RP: Not court jesters, because that also plays into that mentality. We as humans find it easy to categorize people so that we know how to feel comfortable with them; so that we don’t feel threatened. If someone falls outside of that categorization, we feel threatened and we search our psyche to put them into a category that we feel comfortable with. The mainstream media and the gay press find it hard to accept me as…just…

DS: Everything you are?

RP: Everything that I am.

DS: It seems like years ago, and my recollection might be fuzzy, but it seems like I read a mainstream media piece that talked about how you wanted to break out of the RuPaul ‘character’ and be seen as more than just RuPaul.

RP: Well, RuPaul is my real name and that’s who I am and who I have always been. There’s the product RuPaul that I have sold in business. Does the product feel like it’s been put into a box? Could you be more clear? It’s a hard question to answer.

DS: That you wanted to be seen as more than just RuPaul the drag queen, but also for the man and versatile artist that you are.

RP: That’s not on target. What other people think of me is not my business. What I do is what I do. How people see me doesn’t change what I decide to do. I don’t choose projects so people don’t see me as one thing or another. I choose projects that excite me. I think the problem is that people refuse to understand what drag is outside of their own belief system. A friend of mine recently did the Oprah show about transgendered youth. It was obvious that we, as a culture, have a hard time trying to understand the difference between a drag queen, transsexual, and a transgender, yet we find it very easy to know the difference between the American baseball league and the National baseball league, when they are both so similar. We’ll learn the difference to that. One of my hobbies is to research and go underneath ideas to discover why certain ones stay in place while others do not. Like Adam and Eve, which is a flimsy fairytale story, yet it is something that people believe; what, exactly, keeps it in place?

DS: What keeps people from knowing the difference between what is real and important, and what is not?

RP: Our belief systems. If you are a Christian then your belief system doesn’t allow for transgender or any of those things, and you then are going to have a vested interest in not understanding that. Why? Because if one peg in your belief system doesn’t work or doesn’t fit, the whole thing will crumble. So some people won’t understand the difference between a transvestite and transsexual. They will not understand that no matter how hard you force them to because it will mean deconstructing their whole belief system. If they understand Adam and Eve is a parable or fairytale, they then have to rethink their entire belief system.
As to me being seen as whatever, I was more likely commenting on the phenomenon of our culture. I am creative, and I am all of those things you mention, and doing one thing out there and people seeing it, it doesn’t matter if people know all that about me or not.

DS: Recently I interviewed Natasha Khan of the band Bat for Lashes, and she is considered by many to be one of the real up-and-coming artists in music today. Her band was up for the Mercury Prize in England. When I asked her where she drew inspiration from, she mentioned what really got her recently was the 1960’s and 70’s psychedelic drag queen performance art, such as seen in Jack Smith and the Destruction of Atlantis, The Cockettes and Paris Is Burning. What do you think when you hear an artist in her twenties looking to that era of drag performance art for inspiration?

RP: The first thing I think of when I hear that is that young kids are always looking for the ‘rock and roll’ answer to give. It’s very clever to give that answer. She’s asked that a lot: “Where do you get your inspiration?” And what she gave you is the best sound bite she could; it’s a really a good sound bite. I don’t know about Jack Smith and the Destruction of Atlantis, but I know about The Cockettes and Paris Is Burning. What I think about when I hear that is there are all these art school kids and when they get an understanding of how the press works, and how your sound bite will affect the interview, they go for the best.

DS: You think her answer was contrived?

RP: I think all answers are really contrived. Everything is contrived; the whole world is an illusion. Coming up and seeing kids dressed in Goth or hip hop clothes, when you go beneath all that, you have to ask: what is that really? You understand they are affected, pretentious. There’s nothing wrong with that, but it’s how we see things. I love Paris Is Burning.

DS: Has the Iraq War affected you at all?

RP: Absolutely. It’s not good, I don’t like it, and it makes me want to enjoy this moment a lot more and be very appreciative. Like when I’m on a hike in a canyon and it smells good and there aren’t bombs dropping.

DS: Do you think there is a lot of apathy in the culture?

RP: There’s apathy, and there’s a lot of anti-depressants and that probably lends a big contribution to the apathy. We have iPods and GPS systems and all these things to distract us.

DS: Do you ever work the current political culture into your art?

RP: No, I don’t. Every time I bat my eyelashes it’s a political statement. The drag I come from has always been a critique of our society, so the act is defiant in and of itself in a patriarchal society such as ours. It’s an act of treason.

DS: What do you think of young performance artists working in drag today?

RP: I don’t know of any. I don’t know of any. Because the gay culture is obsessed with everything straight and femininity has been under attack for so many years, there aren’t any up and coming drag artists. Gay culture isn’t paying attention to it, and straight people don’t either. There aren’t any drag clubs to go to in New York. I see more drag clubs in Los Angeles than in New York, which is so odd because L.A. has never been about club culture.

DS: Michael Musto told me something that was opposite of what you said. He said he felt that the younger gays, the ones who are up-and-coming, are over the body fascism and more willing to embrace their feminine sides.

RP: I think they are redefining what femininity is, but I still think there is a lot of negativity associated with true femininity. Do boys wear eyeliner and dress in skinny jeans now? Yes, they do. But it’s still a heavily patriarchal culture and you never see two men in Star magazine, or the Queer Eye guys at a premiere, the way you see Ellen and her girlfriend—where they are all, ‘Oh, look how cute’—without a negative connotation to it. There is a definite prejudice towards men who use femininity as part of their palette; their emotional palette, their physical palette. Is that changing? It’s changing in ways that don’t advance the cause of femininity. I’m not talking frilly-laced pink things or Hello Kitty stuff. I’m talking about goddess energy, intuition and feelings. That is still under attack, and it has gotten worse. That’s why you wouldn’t get someone covering the RuPaul album, or why they say people aren’t tuning into the Katie Couric show. Sure, they can say ‘Oh, RuPaul’s album sucks’ and ‘Katie Couric is awful’; but that’s not really true. It’s about what our culture finds important, and what’s important are things that support patriarchal power. The only feminine thing supported in this struggle is Pamela Anderson and Jessica Simpson, things that support our patriarchal culture.

On Monday, at 10.14 pm UTC, the Wikimedia server cluster experienced a total power failure, taking down Wikipedia, Wikinews, and all other Wikimedia websites.

The servers are housed in a colocation facility (colo) in Tampa, Florida, USA. They occupy two racks, with each rack receiving electricity from two independent supplies. However, both supplies have circuit-breakers in them, and both opened at the same time, leading to a total power failure. All computers immediately went down. It’s normal for fire safety regulations to prohibit uninterruptible power supplies in colos, with the colo providing its own UPS and generator instead. The circuit breakers were on the computer side of this emergency power system, so none of the computers continued to receive power to survive the breaker trip or shut down safely.

The actual reason why the circuit breakers tripped is currently unknown.

When power was restored, it was discovered that most of the MySQL databases that store the data which makes up Wikipedia et al had been corrupted. The main database and the four slaves had all damaged the data on their hard disk drives beyond the ability of the auto-correction to repair. Only one copy survived safely, on a machine that is used for report generation and maintenance tasks, which remained 31 hours backlogged while catching up after an unusually heavy update load during the previous week.

Volunteer Wikimedia engineers worked through the night rebuilding the databases from the sole good copy onto the other servers. The Wikipedia database is over 180Gb in size, making the copying process last 1.5 – 2 hours for every server it was performed upon.

Regular back-ups of the database of Wikipedia projects are maintained – the encyclopedia in its entirety was not at risk. The last database download was made on February 9; all edits since then could only have been laboriously rebuilt from logs and recovered from the damaged database requiring much more time and effort.

Limited read-only service was established late Tuesday afternoon, with editing becoming possible 24 hours after the power failure. Final repairs continue now, as well as upgrades to prevent similar issues in the future. Server-intensive features, such as categories and ‘watchlists’ that display recent changes to selected articles to registered users, remain disabled to ease the load on the recovering systems.

The process which led to the damage originated with the operating system, disk controllers, or hard drives failing to flush the data correctly.

If the power to a database server is cut mid-write, the database may be corrupted and unreadable, however the operating system, hardware, and software are designed to make this very unlikely. In a previous incident in 2004 power was also lost to a server but the database was undamaged.

To avoid such damage, each database server saves a copy of an edit to be applied to the database on a separate storage system before making the actual update to the database itself. This so-called ‘write-ahead logging’ should ensure that in the event of a system crash, the database can be rebuilt from a ‘last-good’ state by replaying the edits saved in the log.

Earlier this year popular blogging site LiveJournal suffered a similar power failure when another customer at their colocation facility pressed an Emergency Power Off button, intended for use only by firefighters. The company suffered database corruption similar to that seen at Wikimedia.

LiveJournal are now fitting UPS to their servers to ensure that they have time to shut down safely in the event of a power failure. Wikimedia was said to be investigating the possibility of fitting similar equipment at the time of this failure.

Several pundits have suggested that the use of another database, such as the proprietary database Oracle or the free PostgreSQL, would have avoided the database corruption seen at the server cluster. A post-mortem of the incident show the failure was in the operating system, or the hardware, or some combination of the two. LiveJournal, which also uses MySQL, reported similar database corruption after their power cut.

The Wikimedia foundation only allows the use of free software on its systems, and future versions of the Mediawiki software will support the PostgreSQL database.

Users are reminded that during times of system failure or excessive demand, they can still search Wikipedia using Google. The articles may be viewed using Google’s cache.

British Airways (BA), the flag carrier for the United Kingdom, announced record losses today. For the first quarter of the year ending March 31, the airline reported losses of £401 million before tax, despite revenues which rose to £9 billion over the previous year. The company’s finances have suffered from rising fuel costs and a weak pound. The loss also takes into account redundancy-related costs of £78 million: The company laid off 2,500 workers last year.

BA’s costs soared due to an unprecedented fuel bill of £3 billion following a 44.5% increase in the price of oil last year. The recent drop in oil prices has led the airline to announce an expected saving of £400 million in fuel by next year.

Company CEO Willie Walsh announced that employees will be offered the option of taking unpaid leave or working part time in order to ease the financial crisis. In order to set an example, he said that he himself would forego pay for the month of July, describing his move as “no stunt,” and added that he “saw no signs of recovery anywhere.”

Part of BA’s troubles over the last year could be due to the company’s dependence on the premium travel market. The company saw a drop of 13% in ‘Club’ and ‘First Class’ passengers. With two new aircraft on the way to operate a Club-only service from London, the company may struggle to fill the flights.

In a nation where most of the car buyers are middle class earners, the used car market has for a considerable time flourished as compared to the new cars market. Importers bring into the country multiple types of used cars and such leading to a diverse range of cars in Kenya. However, there are multiple things that unsuspecting people who want to buy a car in Kenyahave little knowledge and end up costing them money. Well, here are some of the things one should watch out for.

Firstly, it is important that one carefully checks out the cars they buy. Such may include check for rust and possible accident involvement in the past. Often rust starts from within and hence one should start by looking at the interiors. A good place to start is the lower part of the doors interior. This is an area often indicative of a vehicle that has begun wearing off. It is also important that in your endeavor to buy a car in Kenya, you take time to check out for possible accidents in the past that are being concealed. Often the gaps between body parts are set at 5mm, in instances where you realize that the gaps are larger or smaller, this could be a possibility that the car has been involved in some kind of crash in the past. Varying gaps sizes show possible physical impact in the past.

Another aspect that could be indicative of accidents in the past is existence of paint differences. One could look up this from interior of the doors. However, reputable vendors of cars in Kenya will always tell you the right condition of the car. When you want to buy a car in Kenya but realize that the vendor is concealing some information, this should indicate the vendors lack of integrity. In general, the car you get is as good as the time you invest in scrutinizing it.

If you want to buy a car in Nairobi, you may consider getting the help of an online car agent or dealer. Such a person can help you inspect cars for what has been mentioned earlier. These dealers know all about cars and what to look for. In fact, the online car dealer in Nairobi can be able to identify a particular car for you, whether it is Nairobi or Mombasa. Using his sources, he will be able to identify several cars which meet the requirements that you want.
