An elderly man in Scotland has died after contacting the H1N1 virus, or swine flu. The Scottish Government made the confirmation of the information on Monday.

The victim is said to have been suffering from underlying health problems. He came from the NHS Fife area. With the death of this victim, the number of deaths that have occurred in Scotland from the virus has now reached 30.

Nicola Sturgeon, the Scottish Health Secretary, made a statement about the incident, and encouraged eligible persons to receive antiviral vaccines. “My deepest sympathy goes to the patient’s loved ones at this sad time,” she said.

“H1N1 can be devastating in a small number of cases but fortunately the vast majority of people only suffer fairly mild symptoms and make a full recovery. However, we must all remain vigilant and I would underline the importance of maintaining hygiene standards and urgently seeking medical advice if you believe you are at greater risk of influenza complications.”

One year after the Deepwater Horizon disaster which caused the largest oil spill in the history of the petroleum industry and caused huge environmental damage in the Gulf of Mexico, experts have warned there are serious questions over the safety of deep water drilling as the United States government approves more exploration without improving safety measures.

I have seen no evidence that they have marshaled containment efforts that are sufficient to deal with another major spill. I don’t think they have found ways to change the corporate culture sufficiently to prevent future accidents.

Scientists have raised major concerns over repeated assurances from the industry and the government, who insist lessons have been learned from the environmental disaster in the Gulf of Mexico. Charles Perrow, a professor at Yale University, said the oil industry “is ill prepared at the least” to deal with another oil spill. “I have seen no evidence that they have marshaled containment efforts that are sufficient to deal with another major spill,” he said.

While the government has implemented new regulations, technical systems for stopping oil flowing from a leaking well, and increased oversight from oil officials, Perrow said deep water drilling had become no less dangerous. “I don’t think they have found ways to change the corporate culture sufficiently to prevent future accidents,” he said. “There are so many opportunities for things to go wrong that major spills are unavoidable.”

Last year, Doug Inkley, a scientist at the National Wildlife Federation, said the culture of an “addiction to oil” was ultimately responsible for the catastrophe. “How long must we wait for lawmakers to act to prevent future disasters? How many more lives, livelihoods and animals must be claimed by our addiction to oil?” Greenpeace also slammed BP, who ran Deepwater Horizon, for how they allowed the disaster to happen. “The age of oil is coming to an end and companies like BP will be left behind unless they begin to adapt now,” the organization said.

However, under pressure from industry executives the administration of president Barack Obama has resumed issuing drilling permits. It is understood regulators are still allowing oil companies to obtain drilling permits before reviewing new spill response plans. “I’m not an oddsmaker, but I would say in the next five years we should have at least one major blowout,” Perrow said. “Even if everybody tries very hard, there is going to be an accident caused by cost-cutting and pressure on workers. These are moneymaking machines and they make money by pushing things to the limit.”

BP has insisted it has changed safety procedures. The oil giant came under heavy criticism for how it handled the crisis, and other major oil companies insisted Deepwater Horizon was a result of a culture exclusive to BP. Michael Bromwich, the director of the Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE), the U.S. government agency responsible for regulating offshore drilling, said the view was “as disappointing as it is shortsighted,” and the issue of deep water safety was “a broad problem.”

The warnings came as it emerged BP had attempted to take control of an independent study into the environmental consequences of the Deepwater Horizon spill. Internal emails expose how BP executives attempted to influence the study, which was funded by a US$500m grant from the oil company. The study may be part of the final verdict as to what penalties, fines and criminal charges are brought against the company. Greenpeace, who uncovered the emails through a Freedom of Information Act request, attacked the reportedly unsuccessful attempts to influence the supposedly independent study as “outrageous”.

Protesters rallied outside BP’s annual conference in London this week, where shareholders met for the first time since the disaster off the Gulf coast. Executives faced questions over their competence and large salaries from angry shareholders, many of whom disapproved of the appointment of Carl-Henric Svanberg as chairman and Sir Bill Castell as the head of BP’s safety board.

Some demonstrators purchased shares in BP in an attempt to get inside the meeting; one woman, a fisherwoman who lives on the Gulf Coast was arrested after pouring a black substance down herself at the entrance to the conference centre and refusing to move. “I have travelled all the way over from the Gulf Coast and I just wanted to talk those responsible for destroying my community,” she said as she was led away by police. “My community is dead. We’ve worked five generations there and now we’ve got a dead community. I’m angry, I’ve been angry a long time.”

If you have the proper crate combined with constant supervision and lots of patience you can housebreak your Beagle in a week. You need to make sure that somebody is at home with him/her during that week. Beagles are creatures of habit; that means that it is important to keep to a schedule. It works best if the entire family is involved.

Young Beagle puppies can’t physically control their bodily functions like a grown up can. Even after your housebreaking appears to be successful it’s important to keep in mind that not many four month old Beagles can go for 8 to 10 hours without a “potty break”. Making your young Beagle go for more than a few hours without that break is poor training on your part.

Effective house training of a beagle begins with a crate and you should purchase one and have it available immediately when you bring your new puppy home. Beagles, like all dogs, are den type animals and that’s the key to crate training. The crate will become your dog’s den and he will naturally avoid urinating and defecating there. The crate should be small enough that the puppy will only have room for a “nest”. Rather than purchasing a small crate a better strategy is to buy one large enough for when your Beagle is an adult and partition it off. As the puppy grows you can increase the size of the partitioned area.

Here are some housebreaking tips.

1. Don’t leave food out for your puppy all day. Only feed him in the morning and in the evening. He will normally need to relieve himself within minutes of eating. As soon as he eats, take him outside and when he relieves himself, praise him. Take him inside and place him in his crate with some toys.

2. While housebreaking always keep your puppy on a leash while outside so that you can better keep track of his activities. This will also be a good bonding time for you.

3. Besides taking your puppy out after his meals you should also take him out on regular intervals. On the first two days of your new Beagle’s stay take him out to do his business every hour. On day three increase the frequency to 90 minutes; on day four increase it to 2 hours; on day five go to 2 1/2 hours; on day six increase it to 3 hours; and the seventh day to 4 hours. On the outdoor trip stay out for at least 10 minutes. When your puppy relieves himself praise him. If he wants to go back inside distract him and give him his full 10 minutes. If he doesn’t relieve himself during the “potty break”, put him back in his crate until the next break.

4. While in the house if you catch your dog in the act of urinating or defecating issue a sharp “No!” and immediately take him outside. Don’t yell at your puppy; a firm “No!” is sufficient. If you find an “accident” don’t correct your dog; it’s already too late. Clean it up and be sure to use a pet deodorizer, that way your Beagle pup won’t smell his waste and be stimulated to go in that spot again.

5. If it is unavoidable to miss a scheduled “potty break”, put your puppy in a bathroom or other small room that can be closed off until your return. Put down newspapers or puppy pads so you can easily clean any possible mess. Be sure to clean and deodorize the soiled area.

6. Beagle puppies younger than 16 weeks old often can’t go all night without a break. If he wakes up during the night take him out.

7. The goal is to train your dog not to leave waste in his den and to a puppy your home is too big to seem den-like. Limit his access to your home and keep him tethered to you when he’s not in his crate. During the training period it’s a good idea to restrict him to only a couple of rooms in your home and always keep him in your sight.

Be sure to learn the difference between having an accident and nervous urinating. Understanding this behavior is extremely important, because correcting a nervous urinator will make the problem worse. If your Beagle urinates in front of you or a visitor, especially upon greeting him, then you have a nervous urinator. This phenomenon is a sign of insecurity and may be a result of over correction, heredity, or even trauma. Urinating in front of the Alpha dog pack leader (in this case you) is normal behavior for dogs.

We all get frustrated with our pets from time to time and it’s not uncommon for a new Beagle owner to yell at his dog. This is a bad behavior on the owner’s part and needs to stop. It may seem counter intuitive but the way to stop the nervous urination is to stop correcting your dog. If he urinates when he greets you, change your behavior to stop the big homecoming scene. Ignore him when you enter the house, walk past him and go directly to the kitchen to give him a treat. When guests arrive distract hour dog in the kitchen with a treat. With time and the following of these guidelines the piddling should stop. Don’t worry, you won’t have to ignore and distract your dog forever. As you continue to bond with your dog the nervous urination will stop.

Some male Beagles will choose to lift their leg on every piece of furniture in your house to mark his territory. Here are a couple tips on how to stop this behavior: Neuter your male Beagle; this often eliminates the need to mark territory. If neutering doesn’t stop the behavior (or you haven’t neutered your Beagle for breeding purposes), try limiting his access. Keep him tethered and in your sight so that you can catch him in the act to give a correction. If you catch him hiking his leg, give him a stern “No!” and put him in his crate for an hour. When his time out is over take him outside and praise him when he urinates there.

If your Beagle seemed to have been housebroken for some time but begins to start slipping, a trip to the vet is probably in order. Dogs that start relieving themselves in the house after years of being housebroken most likely are ill.

Most experts recommend you train your Beagle to go outside from the time you bring him home. In the old days the recommendation was to paper train your dog first but this proved to just delay the housebreaking process. Regardless, there are some situations in which paper training may be necessary. One that I have already mentioned is when you absolutely can’t get home during the day to tend to your puppy. Another is when you have a senior Beagle. Your senior Beagle may have a more difficult time “holding it” as he gets older. In the case of a senior dog that is losing bladder control, you may want to try paper training.

Whatever your reason, if you decide to paper train, choose a room that your dog would not normally be in, like a bathroom. Cover the floor with a thick stack of newspapers or puppy training pads. Every few days you can cut down on the amount of newspapers or pads as he learns which spot to go in but be sure to have enough to capture all of the moisture.

At the Saskatchewan Association of Rural Municipalities (SARM) conference, a resolution was passed that encourages the Government of Saskatchewan, Canada to place a moratorium on specialty livestock farms raising wild boar. All wild boars that have escaped to roam wild should be killed, according to the resolution.

Agriculture Minister Bob Bjornerud endorses a ban on wild boar farming. The wild boar population is expanding exponentially. There are over 2,000 feral Sus scrofa swine roaming the prairies. Two litters of approximately 12 piglets are sired by each wild boar sow every year. The Saskatchewan Wildlife Federation (SWF) likewise passed a similar resolution at their 79th annual convention to urge the Saskatchewan Government to declare the wild boar as a nuisance species which can be killed on sight.

3% of farmed “wild” boars escape. Cells of wild boars are ravenous creatures killing and eating everything in their path. Horses, cows, and other livestock run from wild boars, breaking through fences in the process.

Ostriches, emus, llamas, alpacas, reindeer, wild boar, and fallow deer were amongst the animals introduced to farms in Saskatchewan during the agricultural diversification program in the late 1970s. Production of wild boars was promoted throughout the 1980s.

According to the Saskatchewan Agriculture and Food 2001 statistics, there were 150 wild boar producers raising approximately 15,000 and 20,000 head. Of these there were about 2,700 sows. On the 2006 Census of Agriculture, 401 farms reported 4,926 boars.

The boar’s red meat is an export commodity to Europe and Asia. The live breeding stock are also sold to trophy hunt ranches. Full blooded wild boar and hybrid crosses are raised.

A US Coast Guard official said today that BP’s latest effort to plug the Gulf of Mexico oil spill has been successful in slowing the amount of oil leaking from the well.

The official, Admiral Thad Allen, said that the procedure, known as a “top kill” operation, has been able to block some of the leaking oil at the source, the top of the damaged well. The operation involves pumping material into the well to plug the leak before cement is used to permanently seal the leak. Allen said the operation has “been able to force mud down and not allow any hydrocarbons to come up.”

BP hasn’t confirmed the success of the top kill operation, saying only that the “operation is proceeding as we planned it,” and that there had been no major incidents thus far. Although the possibility of failure is still present, experts say that the longer the procedure continues, the less likely it will be that anything goes wrong.

The procedure began yesterday afternoon, after diagnostics on the damaged equipment on the ocean’s surface indicated that it could withstand the added pressure of the mud being pumped into the well. Although engineers involved with the operation wore concerned that the pressure of the mud might not be able to overcome that of the oil, that has thus far not been the case.

Separately, a group of US scientists announced new estimates of how much oil was flowing from the well, ranging from 12,000 to 25,000 barrels a day, far higher than BP’s original estimate of 5,000 barrels a day, a figure which BP warned was possibly inaccurate.

In a press conference Thursday afternoon, US president Barack Obama also announced new measures in response to the spill, which include:

  • Suspending off-shore test drilling for six months
  • Extending the moratorium on issuing drilling permits for an additional six months
  • Cancelling the sale of leases for off-shore drilling.

In statements, Obama criticized the “scandalously close relationship” between government officials and oil companies in the past, saying that the Mineral Management Service, which is the agency responsible for monitoring off-shore drilling, had been corrupt for years.

The first website in the world allowing consumers to buy life insurance online instantly has been launched today, targeting specifically New Zealanders.

The website, run by life insurance company Pinnacle Life, allows New Zealanders in many countries in the world to buy life insurance online without the need for a medical examination. Once the application has been approved, which is done immediately, the consumer can receive a $500,000 life insurance policy via an automatic e-mail. However, if certain conditions have been highlighted, then person to person contact is required to finalise the process.

Ed Saul, senior partner and architect of the new website, says, “We’re giving consumers a quicker and easier way to buy life insurance. Instead of submitting an application form and waiting days for a policy to be approved and issued, we do it online and we do it immediately.”

“The revolutionary website gives consumers complete control over the buying process whilst eliminating the previously obligatory involvement of people and paper. This is a global test case eagerly watched by the insurance industry around the world,” Mr Saul said.

When applying online, a few typical questions are asked on personal information and if the applicant has had any previous illnesses or diseases.

The countries where New Zealand citizens are allowed to apply are UK, Ireland, Canada, Australia, Hong Kong, Singapore and the USA.

Muslim Somali workers at a meat packing plant in Grand Island, Nebraska wanted to pray. Their colleagues from Latin America wanted to work. A dispute over the company’s break schedule led to formal discrimination claims, mass job walk-offs and public protests by both sides last month, and a reported 200 firings.

Tensions at the plant began after a Federal government raid in December 2006 removed 200 undocumented workers. An equal number of employees quit shortly afterward. Altogether, six government immigration raids at meat packing plants of Brazilian-owned JBS Swift & Co. had removed 1,200 employees from the company’s work force, which caused substantial production problems. Management at the Nebraska plant responded by hiring approximately 400 Somali immigrants who resided in the United States legally as political refugees. Stricter Federal enforcement of immigration laws has had a significant impact on the meat packing industry because few native-born Americans are willing to work in its low-wage factories. Employers advertise to immigrant communities and after the immigration crackdowns the company turned to the Somali community, which was unlikely to be targeted for deportation.

They shouldn’t be forced to choose between their job and their religion.

Many of the new Somali workers were observant Muslims who wanted to practice the traditional religious prayer schedule, and few spoke English. The existing union contract had been negotiated before Muslims became a significant part of the factory work force, when religious needs had not been an issue, and break times were assigned according to a rigid schedule to ensure continuous production and prevent workers from working too long without a break. The sharp knives the meat packers wield for their job pose a substantial risk of accidental injury.

At first the Somali workers prayed during scheduled breaks and visits to the rest room. A few Somalis were fired for “illegal breaks” they had spent praying. Rima Kapitan, a lawyer who represents the Muslim meat packers of Grand Island, told USA Today, “they shouldn’t be forced to choose between their job and their religion.” The Somalis offered to let their employer deduct pay for time at prayer, but supervisors considered it unworkable to lose the labor of hundreds of people simultaneously, even if the interruptions lasted less than five minutes.

Plant worker Fidencio Sandoval, a naturalized United States citizen who was born in Mexico, had polite reservations. “I kind of admire all the effort they make to follow that religion, but sometimes you have to adapt to the workplace.” An immigrant from El Salvador was less sympathetic. “They used to go to the bathroom,” said José Amaya, “but actually they’re praying and the rest of us have to do their work.” Raul A. García, a 73-year-old Mexican meat packer, told The New York Times, “The Latino is very humble, but they [the Somalis] are arrogant… They act like the United States owes them.”

Differences of opinion arose over whether the prayers, which are a religious obligation five times a day for practicing Muslims and vary in exact time according the position of the sun, constitute a reasonable accommodation or an undue burden upon non-Muslim coworkers. Abdifatah Warsame, a Somali meat packer, told The New York Times that “Latinos were sometimes saying, ‘Don’t pray, don’t pray’”.

I kind of admire all the effort they make to follow that religion, but sometimes you have to adapt to the workplace.

As the Muslim holy month of Ramadan approached during 2007 the Somalis requested time off for religious reasons. Observant Muslims fast throughout daylight hours during Ramadan. Management refused, believing it would affect the production line. Dozens of Somali workers quit their jobs temporarily in protest. Negotiations between the Somali workers and management broke down in October 2007. Some of the fired Somalis filed religious discrimination complaints with the U.S. Equal Employment Opportunity Commission.

Problems resurfaced after September 10, 2008 when Somali workers approached plant general manager Dennis Sydow with a request to start their dinner half an hour before the usual schedule in order to break their Ramadan fast closer to sundown. Sydow refused due to concern the request would slow production and burden non-Muslim workers. During the same month a Somali woman complained that a plant supervisor had kicked her while she was praying. The union investigated the charge and the supervisor responded that he had not seen her while she bent in prayer and had only kicked the cardboard that was underneath her.

Somali workers walked out on strike September 15 and protested at Grand Island City Hall, asking for prayer time. The following day the union brokered a compromise with plant management to move the dinner break by 15 minutes. Plant scheduling rules would have reduced the work day by 15 minutes with resulting loss in pay for the hourly workers.

A Somali worker, Abdalla Omar, told the press “We had complaints from the whites, Hispanics and [Christian] Sudanese“. False rumors spread about further cuts to the work day and preferential concessions to the Somalis. Over 1,000 non-Somalis staged a counterprotest on September 17. Union and management returned to the original dinner schedule. Substantial numbers of Somali workers left the plant afterward and either quit or were fired as a result. Sources differ as to the number of Somalis who still work at the plant: The New York Times reports union leadership as saying 300 remain, while Somali community leaders assert the number is closer to 100.

The EEOC has sent staff to determine whether treatment of Somali workers has been in compliance with the The Civil Rights Act of 1964. Under the law, employers must make reasonable accommodation for religious practices, but the law grants exceptions if religious practice places substantial hardship on an employer’s business.

Doug Schult, the JBS Swift manager in charge of labor relations, expressed frustration at the inability to resolve the problem, which had surfaced in a Colorado plant as well as the Nebraska plant. He told The Wall Street Journal that his office had spent months trying to understand and comply with new EEOC guidelines in light of conflicting pressures. Local union chapter president Daniel O. Hoppes of United Food and Commercial Workers worries that similar problems could continue to arise at the plant. “Right now, this is a real kindling box”.
