London, England — As Paralympians ready for the Games which are set to open later this week, they have access to a world class fitness center inside the Paralympic Village which is designed to maximise their pre-Game preparations.

According to volunteers staffing the center, instead of being a single large room, as in Beijing, the building has numerous rooms. It, along with the adjacent Village Services Centre, is designed to be converted into a school after the games conclude. Rooms have been structured as a gym, an auditorium, and science laboratories.

Gym equipment is supplied by Technogym, an Italian firm that has supplied gym equipment for the Olympics since 2000. Equipment has been provided not just for for the Fitness Centre, but for gyms at all the Olympic venues. The newest equipment is oriented toward maximum flexibility, allowing athletes to exercise the particular muscles that they most require for their sport.

In addition to the equipment, the Fitness Centre also provides instructors trained in the use of the equipment, the likes of which athletes from many countries have never seen before. There are also a number of instructors available to provide motivational training.

In contrast with what unnamed source(s) in the Iraqi Defense Ministry told a local news network on Friday, The Jerusalem Post reports that Major-General Mohammad al-Askari, spokesman for the Iraqi Defense Ministry was denying earlier reports that the Israeli Air Force (IAF) has been training personnel and allegedly performing military exercises in Iraq.

On July 11, unnamed Iraqi sources told local news outlets in the country that the IAF was performing military exercises in the country and was using American military bases for places to land. The alleged exercise, claimed the sources, was an exercise aimed at preparing an attack on Iran.

The sources further stated that Israeli planes fly in from Jordan during the dead of night and land near the Iraqi city of Hadita reportedly at a U.S. landing strip. They added that Israeli planes were also detected at other bases in Iraq and that those strips were being prepared as places to launch an attack on Iran.

The Iraqi Defense Ministry denied that any such exercise was taking place stating, “as the Ministry of Defense, we haven’t observed any IAF warplanes practicing in Iraqi airspace.” The Israeli Defense Force also denied the allegations saying they were “baseless.”

The U.S. also denied the reports. “I find that report inconceivable and clearly someone is either misinformed or intentionally trying to create mischief,” stated Bryan Whitman, a spokesman for The Pentagon.

Police in the West Midlands in England today said nearly 200 kilograms worth of drugs with value possibly as great as £30 million (about US$49 million or €36 million) has been seized from a unit in the town of Brownhills. In what an officer described as “one of the largest [seizures] in the force’s 39 year history”, West Midlands Police reported recovering six big cellophane-wrapped cardboard boxes containing cannabis, cocaine, and MDMA (“ecstasy”) in a police raid operation on the Maybrook Industrial Estate in the town on Wednesday.

The seized boxes, which had been loaded onto five freight pallets, contained 120 one-kilogram bags of cannabis, 50 one-kilogram bags of MDMA, and five one-kilogram bricks of cocaine. In a press release, West Midlands Police described what happened after officers found the drugs as they were being unloaded in the operation. “When officers opened the boxes they discovered a deep layer of protective foam chips beneath which the drugs were carefully layered”, the force said. “All the drugs were wrapped in thick plastic bags taped closed with the cannabis vacuum packed to prevent its distinctive pungent aroma from drawing unwanted attention.” Police moved the drugs via forklift truck to a flatbed lorry to remove them.

Detective Sergeant Carl Russell of West Midlands Police’s Force CID said the seizure was the largest he had ever made in the 24 years he has been in West Midlands Police and one of the biggest seizures the force has made since its formation in 1974. “The impact this seizure will have on drug dealing in the region and the UK as a whole cannot be underestimated”, he said. “The drugs had almost certainly been packed to order ready for shipping within Britain but possibly even further afield. Our operation will have a national effect and we are working closely with a range of law enforcement agencies to identify those involved in this crime at whatever level.”

Expert testing on the drugs is ongoing. Estimates described as “conservative” suggest the value of the drugs amounts to £10 million (about US$16.4 million or €12 million), although they could be worth as much as £30 million, subject to purity tests, police said.

Police arrested three men at the unit on suspicion of supplying a controlled drug. The men, a 50-year-old from Brownhills, a 51-year-old from the Norton area of Stoke-on-Trent in Staffordshire, and one aged 53 from Brownhills, have been released on bail as police investigations to “hunt those responsible” continue. West Midlands Police told Wikinews no person has yet been charged in connection with the seizure. Supplying a controlled drug is an imprisonable offence in England, although length of jail sentences vary according to the class and quantity of drugs and the significance of offenders’ roles in committing the crime.

Buffalo, New York —The Common Council of Buffalo voted on Tuesday to send the Elmwood Village Hotel proposal “to committee for further discussion”, after citing the need for more public involvement.

The Elmwood Village Hotel is a development proposal by the Savarino Construction Services Corporation, a project designed by the architect Karl Frizlen of The Frizlen Group. The hotel would be placed on the southeast corner of Elmwood and Forest Avenues in Buffalo.

To make way for the project, at least five buildings located at 1109 to 1121 Elmwood Ave would be demolished. At least two properties on Forest Avenue could also be demolished. The Elmwood properties, according to Eva Hassett, Vice President of Savarion Construction, are “under contract”, but it is unclear if Savarino Construction actually owns the Elmwood properties. Hans Mobius, a former mayorial candidate, is still believed to be the current owner the properties. Mobius also owns 607 Forest Avenue.

The properties 605 and 607 Forest Avenue could also be included in the proposal according to Hassett.

“We would use a Special Development Plan to rezone 1119-1121 Elmwood and 605 Forest to a C-2 zoning category,” stated Hassett. It is possible that Savarino Construction may try to obtain a variance for 605 Forest, which would allow them to enforce eminent domain, should the hotel be allowed to go forward.

The building at 607 Forest was also discussed to be rezoned, but it is unclear what the plans would be for that property. During the February 28 Common Council meeting, Hassett stated that the properties 605 and 607 were “now off the agenda”.

Pano Georgiadis, owner of Pano’s Restaurant at 1081 Elmwood, owns the property at 605 Forest and attended Tuesday’s Common Council meeting.

“Having a hotel is a bright idea. We all love the idea of a hotel, but the way that it is presented, is wishful thinking. This hotel does not fit. It’s like putting two gallons of water in a gallon jug, it does not fit. At the last meeting, the architect admitted that they are planning to put the undergound parking lot and the hotel, right at the property line. If I open my window, I will be able to touch the wall, that goes fifty feet high”, said Georgiadis.

“There is a problem having a seventy-two room hotel and fifty-five parking spaces. That means that all the other cars will spill all over the neighborhood. The footprint is simply too small. If you have a bigger [parking] lot, and a smaller hotel, I will welcome a hotel. I have a parking lot at my own business, and I am chasing people all day long. Remember, the city says it has ‘zero tolerance [for illegal parking]’. Try telling that to the guy from Albany who came to see his kids, that are going to Buffalo State, who would get tickets totaling over a hundred dollars”, added Georgiadis.

The city’s Planning Board is scheduled to meet on March 14, 2006 at 9:00 a.m. about the proposal. Although a discussion will take place, no vote is expected to be taken.

At the moment, none of the properties are zoned for a hotel. Savarino Construction plans on asking for a C2 zoning permit. If that does not work, they plan to implement a new zoning plan called a “special development plan” which would allow for only a hotel on the site. That zone would not be able to be changed.

“This [project] justifies Mobius’s refusal to invest in any maitenance^[sic] or improvements”, on the properties said Clarence Carnahan, a local resident. “Where were the Council persons over the years? Where were the city inspectors over the years, to make sure that he maintained and improved his properties? The government was supposed to be protecting, not being preditorial. I see a predatorial issue here when it comes to this hotel. Over the years: Why has the local government been disfunctional when it came to Mobius’s properties? Refusal to invest in improvements, doesn’t that sound like a slumlord? Maybe I am missing a point here, but what kind of messages does this send to other slumlords that havn’t^[sic] been jailed or fined? It’s [the hotel] trying to be pushed through.”

Carnahan also presented signs for residents and or business owners who are opposed to the hotel, that could be placed in windows or on stakes in the yard. Some of the signs said, ‘No tell hotel’, ‘Hans off, no hotel’, ‘It takes more than a hotel to make a village’. and ‘Keep Elmwood free, no hotel’. Carnahan plans on making more signs for a protest to be held on Saturday March 18, at 2:00 p.m. (EST) on Elmwood and Forest. Some signs were given to individuals after the meeting.

“First things first, Hans is the problem, and I don’t think it has been addressed. Let’s roll back the clock on this project. What can we do with Hans? There is such thing as eminent domain, which could be of greater interest to the community, to seize the property at its lowest assessed value”, said Nancy Pollina, co-owner of Don Apparel with Patty Morris at 1119 Elmwood. “There are so many ideas that have not been explored and we are about to give this parcel away, to a big developer.”

Mobius has not returned any calls by Wikinews regarding the situation.

A freelance journalist writing for Wikinews has obtained a letter, exclusively, addressed to one of the five business owners from Hans Mobius stating:

There is a proposal to develop my property which you are currently renting. Because of opposition to this development, it does not look like it will happen. I will let you know if there any changes.

Despite the letter, there have been no plans or decisions made to end the proposal.

To date, none of the business owners or residents of 1119-1121 Elmwood have received an eviction notice.

Business owners and residents gave an indication of what they would like to see happen at the corner; a project similar to one done locally last year. There, developers renovated two buildings on Auburn and Elmwood Avenues, merging the buildings into one thus allowing for more shop space. Among some of the shops to move in after the development were Cone Five Pottery, The Ruby Slipper, and Abraham’s Jewelers. Prior to the renovation work, the left building in the picture was boarded up for several years. Many of the concerned locals would like to see a similar development on Forest and Elmwood.

Rocco Termini, a developer in Buffalo, proposed a similar design at the February 28 community meeting

In an interview after the February 28 meeting, Termini stated, “I will be willing to take a look at this myself, or I would be more than happy to be partners with Sam, Sam Savarino”, who is President and Chief Executive Officer of Savarino Construction Services Corp.

So far Savarino Construction has no plans to team up with Termini.

A coalition of citizen groups will ask Congress to file a formal “Resolution of Inquiry”, the first necessary legal step to determine whether U.S. President Bush has committed impeachable offenses. The request, written by Boston constitutional attorney John C. Bonifaz on behalf of the citizen groups, cites the Downing Street memo and issues surrounding the planning and execution of the Iraq war. The full text of the request is available here.

The request was written on behalf of several groups, including:

And cites the possible grounds for impeachment:

“[The President] has not given [the Senate] full information, but has concealed important intelligence which he ought to have communicated, and by that means induced them to enter into measures injurious to their country, and which they would not have consented to had the true state of things been disclosed to them.”

Bonifaz says that the official minutes of a secret US-UK meeting were the impetus for the request. Those minutes were recently leaked to The Sunday Times, and are popularly known as the “Downing Street memo” or alternatively the “smoking gun memo”. In it, British intelligence MI-6 director Richard Dearlove said, “Bush wanted to remove Saddam, through military action, justified by the conjunction of terrorism and WMD. But the intelligence and facts were being fixed around the policy.“

The phrase “the intelligence and facts were being fixed around the policy.” has been the center of attention in reports and discussions surrounding the memo. It has received this attention because critics of the Iraq war believe that it reaffirms their fundamental criticisms: that Bush’s decision to go to war was not based on the intelligence, but, rather, intelligence was used selectively and exaggerated, while debunking intelligence was forcefully suppressed, for the sole purpose of rallying consent for the war, and that this was all done deliberately.

Bonifaz wrote: “The recent release of the Downing Street Memo provides new and compelling evidence that the President of the United States has been actively engaged in a conspiracy to deceive and mislead the United States Congress and the American people.”

Some Republican congressmen who had voted for the war have since stated that they believe the war was a mistake. For example, Walter Jones, the coiner of the phrase “freedom fries”, is now the most vociferous opponent on Capitol Hill. “If we were given misinformation intentionally by people in this administration, to commit the authority to send boys, and in some instances girls, to go into Iraq, that is wrong,” he has stated, “Congress must be told the truth.”

On May 26th, the group AfterDowningStreet.org launched a campaign to Congress to investigate whether President Bush committed impeachable offenses relating to the Iraq war.

Due to the damage by Hurricane Katrina and subsequent flooding, a number of colleges and universities in the New Orleans metropolitan area will not be able to hold classes for the fall 2005 semester. It is estimated that 75,000 to 100,000 students have been displaced. [1]. In response, institutions across the United States and Canada are offering late registration for displaced students so that their academic progress is not unduly delayed. Some are offering free or reduced admission to displaced students. At some universities, especially state universities, this offer is limited to residents of the area.

A device known as the Mosquito, set to be trialed in New South Wales (NSW), Australia by RailCorp in a bid to deter vandals from areas frequently the target of graffiti, is attracting criticism. Wikinews reached out to several people about the trials.

The units work by emitting a high-pitched buzz, similar to that of a mosquito, which is generally only audible to those under the age of about 24. The aim is to repel young people who become irritated by the noise, as a prevention method against graffiti, loitering, and other crimes like theft.

The initiative was announced last month, but RailCorp has not revealed when it intends to test the technology to crack down on graffiti.

In an interview with Wikinews, President of the NSW Council for Civil Liberties Cameron Murphy this week labeled the strategy “ridiculous”. “All they’re going to do is wear headphones and these [devices] will make no difference at all.”

Thousands of units have been set up in the UK since they first became available about seven years ago, where they’re used to stop youths gathering near public areas like shops and train stations. The technology has a high usage rate in the UK, and the Council of Europe has called for a ban on grounds it violates human rights, calling it “highly offensive”.

A RailCorp spokesperson confirmed to Wikinews the devices would only be situated on railway land away from public areas.

Mr Murphy maintains the NSW government’s policy is “based upon discrimination” and it assumes the youth affected by the noise are those doing graffiti, without solid evidence to prove this.

NSW Liberal MP Gareth Ward told Wikinews, “very few crime fighting techniques are fool-proof,” and as people have found ways to get around CCTV, they’re like to do the same with this, which is why it’s only being trialed at this stage. He acknowledged the devices will be situated in areas where the general public shouldn’t be hanging around. “There are certain areas in the network where trains may not be travelling at a particular time and that’s when those devices will be turned on […] and I think that’s perfectly reasonable.” He remarked, “any young person who feels they’ve been aggrieved […] should feel free to contact the Minster for Transport.”

A mobile phone message tone based on the same mosquito sound has been touted as teacher-proof because teens should be the only ones able to hear it if it goes off during class.

In a third case of staggering sums billed for “unlimited” Internet access reported this week, a French emergency-room doctor from Fontainebleau beats all records with a €159,212 (US$237,417) bill. The telephone-number-sized bill covers one month’s use of an unlimited 3G dongle on Orange‘s network; the beleaguered Dr Jean Spadaro has been battling this for six months.

“To begin with I thought it was a joke”, said Spadaro, confirming a story from l’Observateur du Valenciennois; The same newspaper that revealed last week a similar case — Eric Gernez, a café owner in Petite-Forêt near to Valenciennes — who received a bill for €45,000. Christophe Aupy-Fargues, head of an insurance brokerage firm in Saint-Herblain, west of Nantes, and another unlimited 3G dongle user, confirmed to Ouest-France on Monday the blocking of payment on a bill for €39,500 demanded by Orange.

“I subscribed in November 2008 to a basic internet access by 3G dongle at €30 per month […] seeing my bills reach sums going up to €860 in April, I decided in May to subscribe to unlimited access by 3G dongle with Orange business at €50 per month. When I saw my bill for May, I couldn’t believe my eyes: €159,212, for one month’s connection, it’s impossible, especially as we don’t use it all of the time” added Spadaro, the father of two children, aged sixteen and nineteen.

On opening the envelope in June, he expected to read an amount neighbouring the cost of his subscription; but, to his horror, it was €159,212; a demand large enough to make an emergency-room doctor’s head spin.

Spadaro claims France Télécom (Orange’s parent company) never explained to him that the “unlimited” package only related to the time spent surfing on the Internet — not the volume of traffic — limited to one Gigabyte per month. The package’s quota corresponds to moderate usage (reception of simple emails for example). As normal Internet users, the members of the Spadaro family surfed Facebook, YouTube, sent emails with attachments, received same, &c. That volume of traffic proved to be costly. €0.17 per Megabyte, or €170 per Gigabyte. Until the bills arrived, the Spadaro family were using the Internet, ignorant of the cost being incurred.

The doctor’s bills, not listed in detail, are €53 for February, €346 for March, €860 for April before soaring to more than €159,000 in May. Spadaro also claims, with evidence of his letters in hand, he had increased the number of protest actions and received, in response, “warnings with threats of seizure”.

Battle-weary after six months of contacting his operator, Spadaro has lost all patience. “Since June, I’ve spent hours writing emails, letters or calling Orange to ask for an explanation. I’ve been passed from call centre to call centre, from customer services to debt collection. No one at Orange was able to give me the slightest clarification. A real wall”, he said. He has never contacted a consumer association, “due to lack of time and also because I trusted the people with whom I was speaking”.

At the end of last week he stumbled upon the article on the Observateur du Valenciennois internet site concerning the case of Eric Gernez. He then also threatened Orange with the press. “The result did not tardy”, he continues. “A customer services representative and a debt collector immediately contacted me by email November 16. And immediately afterwards I received a credit for €136,529”. A first credit having already been sent to him in June, Orange now considers the dossier as “definitively resolved”.

This resolution does not satisfy Jean Spadaro at all, who simply wishes that the bill be cancelled. “I have been a client with Orange for 17 years. I don’t want to attack their image, but here, enough is enough. It’s a question of principles”, he says, highlighting that “on forums, dozens of subscribers tell similar stories”. Furthermore, the two credits do not reimburse him for all of the additional fees he has incurred. “The following months, Orange tried to debit the sum from my account, causing rejection fees from my bank and unpaid fees from the operator. Around €35 each time”.

Exasperated by the whole affair, Spadaro awaits the end of his current contract with Orange in February next year. “I will cancel all of my subscriptions to Orange: 3G+ dongle, but also mobile telephone and internet”, he promises. He has been a client with the operator since 1997.

Orange has promised to work with each case of overbilling. Interviewed on France 2 on Wednesday, Jean-Paul Cottet, director of the business market for France, said that the number of problems were marginal. According to him, 4,000 professionals have opted for a package with a 3G key. It is “a 24/24 but not unlimited offer. Out of these 4,000 cases, there are 1% which are a problem” he explained, listing about thirty such “absurd bills”. “We will correct that”, he promised. “We will work with each client”.

Jean-Paul Cottet pointed out that the general public offers better protection to the client. Once the authorised download limit is reached, the service quality diminishes but there is no overbilling.

Asked about the information given to clients about the conditions of billing elements not included in the package, Elizabeth Alvez, communications representative for the regional department for the North of France, said that “all the tarification information is available at points-of-sale and on orange.fr. This information is given as part of the dialogue between the client and the vendor. We are obliged to communicate the prices.” Nevertheless, one must first of all take the time to read the entire contract with the salesperson before signing.
